The Premier Law Enforcement Training Group was formed by current senior executive members of the law enforcement community who have recognized deficiencies in quality training within our field. We have committed ourselves to picking up where others have left off.

PAUL J. SULLIVAN JR, M.A. (Police Captain)
Paul Sullivan Jr is a founding member and Master Instructor with the Premier Law Enforcement Training Group. Paul is currently the Captain of Operations with an organization in Ocean County. He has been a police officer with an organization in Ocean County since 2001 and is a third generation Police Officer. While in the patrol division, he spent five years as an operator with the Ocean County Regional SWAT Team and has been heavily involved in all areas related to firearms within the organization throughout his career. Paul holds various instructor certifications within the law enforcement profession. Paul was promoted to Sergeant in 2014, where he served in the patrol division. In 2016, Paul was promoted to Police Lieutenant, and served in both the administrative and patrol divisions within the agency. In 2022, he was promoted to Police Captain, where he oversees the day-to-day operations of his organization as well as professional standards within the organization. Paul currently serves in many positions within his agency, including Internal Affairs coordinator and public information officer. Paul is heavily involved in emergency management and currently serves as the deputy emergency management coordinator for an organization in Ocean County.
Paul has spent the entirety of his career advocating for more training and education within the law enforcement field. He is a graduate of Seton Hall University, with a Bachelor of Arts Degree, and is a graduate of Fairleigh Dickinson University, with a Masters of Administrative Sciences Degree. Paul is a recent graduate of the New Jersey State Chiefs of Police Command and Leadership Academy, and holds numerous instructor certifications in the law enforcement field.
Paul believes that police officers are their agency’s most valuable assets, and that the police agency’s primary responsibility is the well being and development of their officers. As a founding member of the Premier Law Enforcement Training Group, and an executive senior leader in the law enforcement field, Paul recognizes his duty to assist in the development of the future law enforcement leaders of our nation.
ROBERT FLYNN II, M.A. (Police Lieutenant)
Robert Flynn II is a founding member and master instructor with the Premier Law Enforcement Training Group. He earned an Honorable Discharge from the United States Army Reserves in 2000, after 8 years of service. Robert earned a Bachelor of Science degree from the School of Crime, Law, and Justice at The Pennsylvania State University in 1997 and a Master of Arts degree in Human Resources Training & Development from Seton Hall University in 2009. He Graduated from the New Jersey State Association of Chiefs of Police Command and Leadership Academy in 2022.
Robert was hired by an organization in Ocean County in 2001 and has served in many roles over the past 22 years, including the Patrol, Support & Special Services, Operations, Training & Services, and Administration Divisions. He currently serves as the Administration Division Commander, where his focus is on Professional Standards and Training. He is also responsible for the department’s Policies and Procedures, Diversity and Recruitment, Firearms program, and many other administrative functions.
Robert was promoted to Sergeant in 2016, achieving the #1 score on the New Jersey Civil Service Promotional exam following a years-long delay in the civil service testing process. He was promoted to Provisional Lieutenant in 2021 in the absence of a valid promotional list and was permanently appointed to the position of Police Lieutenant following the certification of the police lieutenant promotional list that was issued following the October 2021 civil service promotional exam. Robert is intimately familiar with the New Jersey Civil Service promotional testing process, having personally sat for and been successfully promoted through these exams.
Throughout his career Robert has assembled an impressive resume of a variety of specialty training to include being an operator on the county’s regional SWAT team, a crash investigator and reconstructionist for the county Fatal Accident Team, and a Drug Recognition Expert for the county. He is one of only a handful of Police Officers in the State of New Jersey to have earned accreditation as a crash reconstructionist by ACTAR (Accreditation Commission for Traffic Accident Reconstruction). In 2016 he was among the first group of police officers in New Jersey to earn the Traffic Safety Specialist I certification through the New Jersey Division of Highway Traffic Safety and KEAN University. He is a multi-year rider in the Police Unity Tour, and has been heavily involved in many other functions to include the COP card program, DWI Checkpoints, Honor Guard, Junior Police Academy, EMT, School Resource Officer, Firearms Instructor, Child Passenger Seat Technician, Field Training Officer, CED Coordinator, ATV operator, and Alive @ 25 and Defensive Driving Instructors.

CHRISTOPHER W. KENNY, Ed.S (Chief of Police)
Christopher W. Kenny is a founding member and Master Instructor with the Premier Law Enforcement Training Group. Chris has over 26 years of law enforcement experience. He began his career with the Beach Haven Police Department in 1996, where he worked as a Class I and Class II special law enforcement officer. Chris was later hired by an organization in Ocean County as a full-time police officer in May of 2000 and was assigned to the department’s patrol division. In 2004, he was promoted to the rank of Sergeant where he served in the Patrol Division supervising a patrol squad. He was later assigned to Patrol Services, where he was in charge of various administrative responsibilities to include Traffic Safety, the Communications Division, and the fleet. Chris was promoted to Lieutenant in 2014 where he was assigned to the Patrol Division as a Platoon Lieutenant in charge of two patrol squads. Chris was later put in command of the Administrative Division in charge of Professional Standards, overseeing the Training Bureau and serving as the Deputy Internal Affairs Coordinator. Chris was promoted to Chief in December of 2022. Chris finished in the top 3 in the entire state of NJ on his last civil service promotional exam.
Chris attended Stockton State College and graduated with a Bachelor’s Degree in Criminal Justice in 1998. Chris made education a priority in his life and continued on with his college career. He attended Seton Hall University, where he received a graduate degree and postgraduate degree. Chris earned a Master’s Degree in Human Resource Training and Development and an Ed.S Degree in Education Leadership Management and Policy.
Chris was a member of the Ocean County SWAT team and has been involved with Emergency Management since 2007. Chris served as the Deputy Emergency Management Coordinator since 2013 before becoming the Emergency Management Coordinator in 2022. Chris was a Field Training Officer and has been a department instructor since 2004. Chris has volunteered as a member of the Department Honor Guard and was a founding member of an organization in Ocean County’s Municipal Police Foundation.
Chris has always enjoyed problem solving and has a passion for teaching. Chris has patience and ensures that the people he instructs have a good understanding of the information and the material that he is presenting. Chris encourages questions and discussions, as he is also a lifelong learner.
CHRISTOPHER L. ENT, M.Ed. (Police Detective Sergeant)
Christopher Ent is a senior instructor for the Premier Law Enforcement Training Group. Chris is currently a Detective Sergeant with a municipal law enforcement agency in Central, New Jersey. Chris was hired in 2000 and has served in various roles throughout his career. Chris spent the first 7 years of his career in the patrol division, then the next 8 years assigned to the investigations division where his primary responsibility was narcotics investigations. Chris spent 7 years on the Burlington/Mt. Holly Special Response Team as an operator. Chris was promoted to the rank of Sergeant in 2015 where he spent 3 years as a supervisor in the Patrol Division. In 2018, he was assigned to the Investigations Division where he oversees criminal investigations, evidence management function, and hiring process for his agency. Additionally, Chris is the New Jersey Crisis Intervention Team (CIT) Law Enforcement Coordinator for Burlington County as well as numerous other administrative functions.
Chris earned a Bachelor’s degree in Criminal Justice Administration with a minor in Business Management from Strayer University. He earned his Master’s Degree in Distance Education and E-Learning from the University of Maryland. Chris graduated from the New Jersey State Association of Chiefs of Police Command and Leadership Academy in 2017. He is currently a part of the instructional cadre for the NJCOP Command and Leadership program.
Chris has had the opportunity to accumulate a wide range of specialized training to include certified Field Training Officer, GREAT instructor, Top Gun narcotics investigation, Delta School Supervisor and Leadership, Active Shooter Threat Instructor and TEEX- Incident Management/Unified Command certified. Chris has been an agency instructor since 2005.
Chris prides himself on being an innovative instructor who is skilled in training and developing current and future leaders in the law enforcement profession. Chris recognizes the importance of adapting to the communities in which officer’s serve, and how providing exceptional training can leave a lasting impression on an officer’s career and their agency.

Dr. Alex Soloway MD
Dr. Soloway MD is a Board Certified Psychiatrist and a friend to our law enforcement profession. Dr. Soloway MD attained a Bachelor’s in Biomedical Sciences from Marist College and a Medical Degree from Trinity School of Medicine. He completed his General Psychiatry Residency at Ocean University Medical Center in Brick, NJ, and is currently completing his fellowship in Child and Adolescent Psychiatry at Jersey Shore University Medical Center in Neptune NJ
